Zafer ILGIN, Chairman of the Disciplinary Board of the Menemen Atatürkist Thought Association, made the following statement in his statement;

SAY STOP TO ABUSE!

Child means color, fun, being friends with a doll, a future with pure thoughts, hope with pure hearts, Narin, Sıla…

Unfortunately, the group most exposed to sexual violence in Turkey is children. According to IHD (Human Rights Association) data; 46 percent of sexual crimes in Turkey, which ranks 3rd in the world for child abuse, are committed against children.

In the 2016 TBMM General Assembly, the group proposal submitted with the aim of “Protecting Children from All Kinds of Abuse, Determining the Problems Experienced and Working on Solutions” was rejected with “no” votes. Again in the same year, an attempt was made to enact the “Legitimizing Rape Law” to whitewash rape. In 2017, despite all the reactions, the “Article on the Authority of Muftis to Perform Marriage”, which paved the way for abuse again, was passed by the Parliament. In 2018, the lifeless body of 4-year-old Leyla was found, and the lifeless body of 8-year-old Eylül was found. In the most recent incidents we experienced, the incident of 8-year-old Narin and Sıla babies devastated us once again…

While I think that this picture that has emerged is a product of the government’s wrong policies. There has been a great increase in child abuse cases in the last decade. The current policies of the government are encouraging abusers even more. The way to prevent sexual abuse crimes is not to reduce good behavior; it is to increase the sentences. Stopping the attempts to cover up or prevent crimes is not a solution, but rather creates an encouraging environment for those who are prone to these crimes. The government’s duty is to provide preventive services that will eliminate situations where children are subjected to sexual abuse and protect them. Traumatizing children; forcing them to get married, to become mothers at a young age; not preventing their abuse and even killing remains a black mark on the country’s forehead. I hope that the necessary legal regulations will be put into effect as soon as possible in order to erase this black mark and to be the voice that a child cannot raise.

İSTİSMARA DUR DE!

Çocuk demek; renk demek, eğlence demek, oyuncak bebeğiyle arkadaş olmak demek, tertemiz düşünceleriyle bizlere gelecek demek, saf kalpleriyle bizlere umut demek, Narin demek, Sıla demek…

Ne yazık ki Türkiye`de cinsel şiddete en fazla maruz kalan grubu, çocuklar oluşturuyor. İHD (İnsan Hakları Derneği) verilerine göre; çocuk istismarında dünya listesinde 3. sırada olan Türkiye`deki cinsel suçların yüzde 46`sı çocuklara karşı işleniyor.

2016 yılı TBMM Genel Kurulu`nda, “Çocukların Her Türlü İstismardan Korunması, Yaşanan Sorunların Tespit Edilmesi ve Çözüme Yönelik Çalışmalar Yapmak”amacıyla verilen grup önerisi “hayır” oylarıyla reddedildi. Yine aynı yıl tecavüzü aklamak için “Tecavüzün Meşrulaştırılması Yasası” çıkarılmaya çalışıldı. 2017 yılında da tüm tepkilere rağmen yine istismarın önünün açan “Müftülere Nikâh Kıyma Yetkisi Maddesi” Meclisten geçirildi. 2018 yılında ise 4 yaşındaki Leyla`nın cansız bedenine ulaşıldı, 8 yaşındaki Eylül`ün cansız bedeni bulundu. En son yaşadığımız olaylarda ise 8 yaşındaki Narin ve Sıla bebek olayı bizleri bi kez daha yıktı…

Ortaya çıkan bu tabloda, hükümetin yanlış politikalarının bir ürünü olduğunu düşünürken. Son on yılda çocuk istismarı olaylarında büyük artış görülmüştür. İktidarın mevcut politikaları, istismarcıları daha da cesaretlendiriyor. Cinsel istismar suçlarını önlemenin yolu iyi hal indirimi değil; cezaların attırılmasıdır. Suçların üstünün kapatılması ya da engellenmesi için yapılan girişimlerin durdurulması; çözüm olmadığı gibi bu suçlara meyilli olanlar için cesaretlendirici ortam yaratmaktadır. Hükümetin görevi çocukların cinsel istismara maruz kaldığı durumları ortadan kaldıracak, onları koruyacak önleyici hizmetleri sağlamaktır. Çocuklara travma yaratmak; onları evliliğe, çocuk yaşta anne olmaya mecbur bırakmak; istismarlarına ve hatta öldürülmelerine engel olmamak kara bir leke olarak ülkenin alnında duruyor. Bu kara lekenin silinmesi için, bir çocuğun çıkaramadığı ses olmak için gerekli yasal düzenlemelerin, bir an önce hayata geçmesini dilerim.
